I've noticed that in my Hometown there seems to be alot less homeless ppl than I remeber in years past, that is a good thing.

Which cities still have a serious homeless problem.

The only one that comes to mind right away is SanFran.

Mumbai, India. Beijing, China. In USA no one comes close to that.

SanFran, any Canadian city.

Halifax has a sizable visible homeless population considering it's size although many of the apparent "homeless" actually live in boarding houses/with family for at least a few nights a week.

I have never been there, but I hear Vancouver takes the cake for US/Canada.

I might not know enough about it but Miami can probably give San Francisco a decent run. Top 3 are probably:

San Fran, Miami, Los Angeles in no particular order

It largely depends on whether you're only looking at numbers or looking at causality and effectiveness of dealing with the homeless problem.

Portland has a lotttt. I remember walking down the park blocks last year and seeing hundreds of bums sleeping in them.
