San Francisco was originally the core of the Bay area, but now San Jose I think has a larger population. And, Oakland has its own sports team.

VA Beach is kinda like Jacksonville, FL (and I think Nashville, Charlotte and Indianapolis, but not certain). They simply incorporated the entire county that encompassed the old city as a new city. I believe it was in the 60s or 70s when these cities did this.

That's true, but imagine a world in which Fairfax County + Alexandria + Arlington + Loudoun and whatever else incorporated into one hugigantonormous city right next to Washington and with twice the population. Then you'd have the same sort of relationship as Norfolk-Va Beach (albeit on a much larger scale).
