Without trying to offend the Dallas and Houston pushers...luxury big name boutiques and shopping mall, large estate like homes, Escalades/Hummers/Cayennes, or high priced nonesense anything for that matter does not insure a city is sophisticated.
The person who doesn't include Los Angeles, Chicago, and Phoenix as sophisticated I believe has unreasonably high standards. Same with Austin and Denver which I think are very cosmopolitan and sophisticated cities.
For cosmopolitan but unsophisticated I think large cities with a blue collar reputation like Philadelphia, Pittsburgh, Newark, Baltimore, Oakland, etc.

Philadelphia has a much larger sophisticated raw population and area than Austin Denver or Phoenix.
I don't see anything sophisticated about Philadelphia. It is known for cheesesteaks, rioting, trashy sports fans and a bell that was made in the 1700s. Both Philly and nearby Camden NJ are known for urban decay. I don't think there is anything sophisticated about Philly. As a region, Baltimore is more sophisticated than PHiladelphia.
Wheras Denver and Austin are white collar cities, and Austin is also a college town with lots of research as well as a major IT industry based there.
To me at least, cosmopolitan and sophisticated mean different things.
When I think sophistication, I think of appreciation for the beaux arts and access high-end shopping and dining.
While, to me, cosmopolitan means globally aware, diverse, and integrated. Cosmopolitan embraces high culture, low culture, pop culture, and immigrant cultures equally. Being cosmopolitan sees value in monster trucks as well as ballet. Being cosmopolitan means having an open mind, and not being afraid to be seen on the wrong side of the tracks. Cosmopolitanism is about inquiry, modesty, respect, and community.
Given this definition, are their any cities that you find to be cosmopolitan, but not necessary the most sophisticated?
I assume that Sacramento, Austin, or Raleigh might fit the bill, but have never been to any of those places.
Las Vegas? Not so much Beaux Arts but mucho high end shopping and chow. Not sure how much ballet is shown at the newish Smith Centre. Not much modesty or community...

There are some pretty sophisticated areas in Philadelphia. More if you count the suburbs. South Philly and North Philly are not known for being sophisticated--whether or not that's right.
