If cost of living is critical and you are interested in the same area, Topeka, Kansas could be an option. It’s cost of living is lower than Lincoln or a Springfield. It is also smaller than either Springfield or Lincoln, but it is an hour from Kansas City and 30 minutes from Lawrence, a university town, which is more expensive. Health care options are pretty good in Topeka.
The city itself has about 125,000 residents, so it is not tiny, but it is also not the most glamorous place in the region. There has been some nice development downtown recently.
