I'm personally familiar. There is an east of the river/west of the river dynamic as well. Meaning, those to the east are further away from the college, than those from west of the river, as the campus is on the western edge of the city into the town of Oswego(separate entity from the city, for those not familiar with it). This comes into play in terms of the portion of the city(of about 18,000) that look better as well, as much of the activity on Bridge Street is west of the river near West 1st Street.

Utah's cost of living is now 11% above average. Housing prices 46% about national average. Provo's median house price is reportedly $420k. I was expecting worse. Cedar City is a college town and only $280k. Income and sales taxes are near average. Property taxes are low.

Idaho's cost of living is now only 2% below average. Housing is 33% about national average if you buy, not much above average if you rent. If you can find a spot. Sales taxes are near average. Income taxes rates are well above average. Property taxes are low. Idaho Falls median home price is reportedly a bit above $300k. Flat plain, half hour or more into forest / mountains.

If you are Catholic, you might want to learn about LDS historical view of Roman Catholic Church, if not aware.

Spearfish SD is more the quaint college town than Rapid City. But do you have a minimum place size? Much smaller than the other places you mentioned. But satellite to Rapid City metro. Brookings SD is another nice smallish college town if you'd consider such.

Median home price in South Bend is quite low but I'd guess it varies greatly by neighborhood.

Houses in Carbondale IL are cheap too. Even R / D national voting split. Closer to natural recreation sites than South Bend.

Bowling Green KY is south but barely south of midwest.

If low cost of living
low taxes are "mandatory", draw the line. Do Idaho or Utah qualify? Depends where you draw that line.

Walla Walla, WA. ~33K population. Two Christian Universities, and a community college. 2 Br apartment rents for under $1500/mo. https://www.zumper.com/rent-research/walla-walla-wa

Blue Mountains just to the south of town, so lots of trees and snow 30+ minutes away from town, but not much (some) snow in town proper. Certainly all four seasons and easy access to outdoor activities and events in town and the region. Regional airport in the city, with connecting flights to Seattle. Bigger regional airport in Pasco, WA 40 miles away with flights all around the NW to include Denver, Seattle, Portland, SLC, Minneapolis, Reno. Growing wine region. Has a cute/artsy downtown that supports the wine industry (tasting rooms, galleries, but also brew pubs). No income tax, but high sales taxes. That can be mitigated somewhat by driving a few miles across the boarder into Oregon that has no sales tax.

Need a change of pace: Tri-Cities WA is about 40 miles away with a population of ~250K. It would be a good choice too, but just not as close to the mountains or the tax free shopping in Oregon. Rents look to be a few hundred a month higher.

I'll throw out a wildcard - Grand Junction, Colorado. It's home to Colorado Mesa University, has an ok airport, and it's close to Grand Mesa (the largest flat-topped mountain in the world). Moab is nearby as are the San Juan Mountains of Southwestern Colorado.

I’m from Arkansas originally now living in Wisconsin. I also utterly despise humidity, but Wisconsin is nothing compared to the south. Sure, there’ll be a day or two of sticky weather here and there, but otherwise they’re hardly comparable.
Also, it helps to be in one of the communities right along Lake Michigan or perhaps way up north.
Michigan is also a good choice.
Anything out west that’s halfway decent will be far more expensive.
Even Rapid City has absurd real estate prices for what you get.

I wouldn't recommend Northampton, Ma to a "conservative religious leaning" person since it is a well known gay mecca.
