According to Google maps, the I-84 east-bound guardrail is about one meter from the state line, but does not touch New Jersey. Sorry, you dont get that state.
Do you know any other near misses on through highways?
I-44 misses Kansas by 300 meters
I-90 misses Michigan, by 450 meters.

I've been to the PA/NY/NJ tristate point next to I-84 (you have to drive through a cemetery to get there) and Google Maps is off a wee bit, I-84 eastbound is probably more like 38 feet (11.6 meters) from the tristate point and New Jersey, but nothing like one meter!
I-90 (Indiana Toll Road) is about 1,000 feet (305 meters) from the Michigan line, near Greenfield Mills, IN.
I-29 is very close to Nebraska at various spots in Iowa, but never crosses the state line.
I-70 follows the Potomac River in Hancock, MD. I'd say it gets to less than 1,000 feet from the West Virginia line (keeping in mind that the entire river is in Maryland, and WV starts at the opposite bank). I-68 is less than 1/2 mile from Pennsylvania in Hancock.

I think the actual triple-point is in the Delaware River, and the monument is close to the NY-NJ border, across the river from PA. The points where it is one meter appear to be next to the bridge, above the water.
I-91 in eastern Vermont is the ultimate example. For over 100 miles, the highway never comes closer within three miles of the New Hampshire border, but never crosses into NH. The Connecticut River is part of NH, so is usually less than a mile away along this stretch. The closest point comes between exists 3 and 4, where you're within about 100 feet of NH.
Meanwhile, there could be a separate thread where highways that BARELY cross state lines.
I-95/I-495 (the Capitol Beltway) crosses into DC for around 200-350 feet over the Potomac River, depending on lane between Maryland and Virginia.
