Well, that's not really the correct answer because my question is asking about an entire city. Not just the suburbs.
Are you saying that suburbs aren't cities or that you are limiting answers to only the main city? Or are you asking about the entire metro consisting of cities/suburbs?
I'd get in on that bet. I've been here 14 years and there's no place in Boise that I'd feel unsafe in. There are some streets in Nampa and Caldwell I'd rather not walk on at night, but Boise proper is very safe.
Agreed. I've been here 3 years, bike/walk all over the place, not once have I felt unsafe. Our kids walk themselves to/from school, and they play in the neighborhood with friends and go to the park on their own. We leave bikes and scooters and whatnot in the front yard and have never had anything walk off. We know multiple people that leave their front door unlocked. Every city has some crime, but we generally don't worry about it.
I'd say Montpelier, VT and Burlington, VT are the two safest cities I have been in. They felt quaint and comfy where I felt almost as safe as I would in suburban areas. Not sure if those two places even count as cities, because of their small size.
San Antonio. TX is next on my list, I did visit there back in 2013 when the world was a different place, but San Antonio did not seem like a place with too many big city problems except my dad did fall for a panhandler who was not actually poor, other than that, I do not see mentally ill people roaming the streets or actual crime like you get in SF or NYC.

Columbia, MD is a classic suburb so I don't think it would qualify as "the city" in the spirit of this thread. If so there's hundreds of other suburbs people could bring up.
Pointing out "Downtown" Miami is missing the point of this thread. The OP is asking about cities where you feel safe in ANY part.

With California the farther suburbs/exurbs from the city core tend to have less variations on crime rate extremities. It's probably due to the larger than typical population count (Socal atleast). For example, cities in the Inland Empire could be over 100,000 but the whole city could be fairly average in crime in pretty much every neighborhood. There won't be exceptionally leafy ily white suburban parts but there also wouldn't be extreme poverty with serious gangs.
