HM: Denver and Salt Lake City (Quite snowy, but lack of consistent cold)
The Twin Cities are the coldest major US city, but I don't think the winters are the worst. At least there's snow and ice around long enough to plan outdoor activities, and it's generally sunny during the coldest winter months. That's more than I can say for the majority of US cities during winter. Having experienced winters in several of these cities, I personally find the cold, dreary, drizzly 40 degree days absolutely disgusting. If it's not 50-60+ degrees on average, then I'd rather it be sub-30/35 degrees on average, with sunshine. Plus, the kids absolutely love playing in the snow and ice -- they can't wait for the first big snow of the year!
But hey, that's just me.
