[insert city] is the wildest party city in America, hands down. students from [insert college] are way crazier than anybody else, with hotter girls and better drugs than you can imagine! I know, because I went there.
I have a sound basis for comparison, because I have been a student at every university in America.

Another vote here for Madison. IMHO, that city epitomizes the "college experience." Although I must give a nod to my own city of Milwaukee. The area directly surrounding UW-Milwaukee always has tons of house parties on the weekends for the 18-21 crowd, and weekends usually begin on Thursday nights for most college students.
Another one for uw Madison... That city screams party town
I've always heard good things about the house parties in Tampa around the University of South Florida area. I knew about that area long before my brother went to school there.
What about Tempe (ASU) or Santa Barbara (UCSB)?
Just keep in mind that Santa Barbara proper is 12 miles from campus. The name of the school as a bit of a misnomer and Isla Vista is the actual college town where the students live. Anyway, here's some examples:
A note on the last one, the school doesn't have a football team so soccer is the #1 sport on campus (UCSB has ranked highest in average attendance the last 3 years among all NCAA Division I soccer teams).
And academics aren't half bad either, the school is ranked #11 nationally among all publics:
east carolina (foreal!!)
southern illinois
nc a&t (i know a few people of there and they say it has lots of parties)
msu.
and any campus by/near a beach
