If you end up going with Savannah (it'll be a wise choice), try finding a place in the vicinity of the historic district. The Victorian District, Thomas Square neighborhood and Ardsley Park are GREAT options. Find a roommate to help with costs.

When I lived in Savannah, I worked downtown and lived in the Thomas Square neighborhood (about 2 blocks from Forsyth Park) and I could get to the river in 10 minutes by bicycle and 30 by walking. I LOVED it... and I miss it.

Savannah is a decent sized metro coming from Waycross and won't be so overwhelming. After a while, it will start to feel small, but that all depends on you and what you make of the experience. If OR when that happens, THEN I would look in to Atlanta. Savannah is so much more pedestrian friendly though and having a car isn't totally necessary. (Savannah has Chatham Area Transit just in case you don't live close to downtown)

Oh, and finally... don't let what some people say about the "crime" in Savannah deter you from moving there. You'll find it in any city. You just have to familiarize yourself with the safe areas and the not so safe areas. ALWAYS use common sense.
Until you become more comfortable with the area, don't go out too late at night (of course downtown on a friday or saturday night could be an exception since there are more people around) and NEVER give money to the bums, no matter what kind of story they tell you.

I found a place on Victory Drive near Skidaway in a private complex. My major problem is worries about finding a job. I'm able to pay my first and second months rent, only the first months utilities-- but that's it until I find something.

From what you're saying I think Savannah may be a good first move for you... I don't know about the public transportation there, but you may feel more comfortable in it's 'down-home' and 'college campus' qualities right now until you get a bit more experience.
