Georgia's current tax incentive plan has been in place since 2008. If any other state had the desire to compete on Georgia's level (or could afford to really) they would have done so by now. The only states that come close are Louisiana, Massachusetts, Connecticut, Ohio and (until the bathroom bill debacle) North Carolina. But none of them offers the locations, weather, infrastructure, talent base, airport connectivity and relatively affordable cost of living (along with abundant luxury housing) as Atlanta.

Does this answer your question?

On June 14, the state had 37 on-going productions. On July 2, it edged up to 40. Today, it’s at 46.

Only three productions have officially canceled plans to film in Georgia ...

I still think they are hoping Kemp reconsiders however, the bill doesn't technically become law until 2020. If they are making considerable profit, they won't up and leave without a fight.

They are betting, like everybody else involved in this debate INCLUDING THE AUTHORS OF THE LAW THEMSELVES, that it will never take effect at all because of court challenges, opening a door for appeals to the Supreme Court. That was the sole intention of passage of the bill in the first place. Were that to happen, it makes this a national issue not a state-level issue and thus there's no reason for productions to boycott Georgia or any other place.

They can't attract top talent if they work in states that have politics straight of the bronze age.

If people put politics ahead of a lucrative career then they aren’t very intelligent to begin with. As someone who hires people, they aren’t top talent to me.

A family that depends on two incomes, which is a lot of families, might think twice about moving to a state where an oopsie turns into an 18-year derailment.

Things've transpired, and the bill was rightly deemed unconstitutional.

I would never call an activist judge thwarting the will of the people doing something "rightly".....
