What is the difference between being racially black and culturally black?

Racially black people always look black. Culturally black people only sometimes do, but always embrace the typical music, fashion and language typical of predominantly black neighborhoods.
If a guy is black, he's racially black, whatever he's doing.. If he's driving rims with subwoofer rap and calls you bro', he's culturally black, no matter what color he is. It is the second group, not the first, who gets discriminated against when applying for good jobs.
Humans are about 99% related to most other primates on the planet, including orangutans, and chimpanzees, so that difference doesn't exist, either, right?

we are talking about right NOW and right NOW, a black has FAAAAAAR more latitude for racism, blatant or subtle.
if its subtle we are told to stop taking things so seriously and if its blatant we are told its a form of political protest and whites are racists anyway
no one cared that Hillary Clinton was involved with the 1970 defense of Black Panther Party Leader and Founder, Bobby Seal , in Chicago for murder and subsequent defense of party members accused of communism. What would that have done to Barack's credibility? Bobby Seal even supported Hillary over Barack (for Obvious reasons) Suppose the founder of the Black Panther Party supported Barack?
What I believe is that White Liberal Politicians get props by garnering support from Blacks on the far left of the Political spectrum , while Barack , who is being accused of being a racist, viewed these same people as adversaries.

But when you behave culturally black that separates you from getting a good job?)

By the way, I think you know a difference exists between a human being and an ape or monkey. We also share genes with the common fruit fly... what does that tell you?

Because you're proving incapable of spewing anything except stereotypes.
Stereotypes are "race" based and not founded in anything factual, they're simply the observations of a racist. Who sees life as always "black/white", with never any grey areas. Simply because the people you have observed appear to sit in a "black culture, black skin color" perspective doesn't mean that's the reality. Those are simply your observations, which you present as if based on some sociological fact.
