My statistic (1.25 m) was the actual number of cases in which child abuse or neglect was identified. Your statistic (3 m) was the number of investigations of complaints. We're talking real apples and suspected apples.

This is a very important fact. I have a 20 year old daughter with a child. That whole teen group calls DCF on each other every time they have a squabble. I personally think they should be fined when they do that, but they are protected by the anonimity law.

As far as the original post regarding foreign adoptions, in most cases, these adopted kids are much better off. I think it would be easier if adoptive parents could get these kids at the earliest age possible before a whole variety of emotional problems set in due to neglect or abuse in formative baby/toddler years.

I'm sure there is corruption within the adoption system, but it is still the best case scenario for these kids.
