I don't know much about where you live, so I looked it up on Wikipedia in order to get a dead basic understanding.

For folks in your position that desire to do more than they have, there are so many things one can do, that it can be overwhelming choosing anything. Because you mention the over flood as the catalyst for your growing concern and desire to help more actively, I think that would be a good place to start.
It seems from the article I read that there are organizations you could join. You could start by looking into them, and seeing if one in particular offers volunteer work you could do.
No matter where I have lived over the years, since I was in high school I have always spent what time I could removing rubbish from public spaces, though it wasn't always near waterways. In some places where I've done this, others noticed and started doing it too.
Perhaps a gesture like this can be a step towards encouraging others while still steadily making a positive contribution from you as well. It may seem a tiny and underwhelming gesture, but every direct effort helps.
You could also organize flash clean up mobs via social media for such. Use burlap or other natural fiber sacks if possible for at least the recycling pickup if you can. (I'm not sure if trash removal services require bags or not there.) Perhaps you could encourage tourists to attend such, even going so far as inviting them to show their countries' colors in what they wear when there.
If your dream movie ever gets written and produced, I hope it stirs others to be more aware and active as well.
