build an flexible nano tube like tunnel to space with huge width (several hundred meters?? kilometers wide?) and heat an ocean water to offset the rising ocean. once water levitates through the tunnel to space using satellites gather the steam and throw into space thus out of earth circulation.
Wouldn't it be easier to just cool the planet by having everyone crank the AC to max and leave their windows open?
uncle sam is doing pretty good on job on population control but that is not even enough. perhaps more effective birth control?
China had the best birth control in the history of this planet. After your first child, the government force aborted any other children, and if the mother continued to try and have kids, they sterilized her.
This has corrupted Chinese society and caused irreparable damage. They now have a generation of adults that don't value family, marriage, and are self centered, greedy people. There is ton's of research on this subject.
It also screwed up the male to female ratio.
There are also lots of good science fiction books that take on this subject.
Nature picks the winners and losers, always has, always will. Disease, famine, and a lack of resources will doom nations that can't support themselves. They will have to move or die.
If you listen to the space industry, the excess population will eventually be sent to colonize other planets.

This is very tangential and problem lower scale side effects to the issue you describe, but China is importing brides from Vietnam, Philippines, and other local countries due to an imbalance of the proportion of male to females as a result of the "one child policy." Let's also not forget the horrible practice of infanticide and the punishment to families with more than one offspring. As result of this mail-order bride phenom and a culture-clash, many scams are popping up and many brides are marrying multiple grooms to take advantage of the reverse-dowry incentive.
I love crazy ideas that have merit! The current administration is more bent on building a blasted wall in the desert than dealing with this issue. Global warming/climate change is unstoppable at this point. Now we have to solve for how to deal with it as it happens and the aftermath. Things will get pretty crazy soon. Mass migrations of people leaving the vulnerable waterfronts all across the planet is inevitable. If you think fighting extremist terrorists is bad, hold on to your hats. Folks JUST LIKE YOU will begin fighting you (at gun point no less) for food, fresh water, and somewhere to live. Oh my, you won't even know who your enemy is at that point! Who will we be told to hate as we near this time? Mad Maxx (or Waterworld) here we come. And all because the fossil fuel companies and those associated with this industry (gazillionaires with safe places already lined up) didn't want competition decades ago from green energy. We're a sick species, I tell ya. For being the so-called superior animal on the planet, we sure are dumb.
Get to higher ground now if you live on a coastline. You may have time to get settled somewhere else now before the proverbial sh** starts hitting the fan.

A couple of concerns.
1) The technology you suggest does not exist at this time, and won't exist for an unknown period of time.
2) The primary greenhouse gas in our atmosphere is water vapor (clouds) heating water and making more water vapor will heat, not cool our planet.
3) Water wouldn't rise to space, as above 12,000 feet it gets very cold very quickly. Our water vapor heavy atmosphere below 10,000 feet keeps us comfy. Water wouldn't stay warm above 12,000 feet.
4) Even if you could accomplish an insulated, heating system, that went far out into space, over time, you'd drain the oceans of water, and the oceans are our primary source of precipitation (rain which is needed for potable water).
The more load we put on the system the worse it gets....Maybe we should get rid of half the population of the planet?
That indeed can only be solution to prevent "global warming" and other pollution and environment related issues. But how can one agree on that on international level? You can't even make orders to your neighbors of how many children he is allowed to have. How are you gonna do this with Africans or Asians?
Politically preventing the world population from further growth is the biggest challenge ever and will probably fail. 3 billion humans in the world would probably be enough.
Yet again I don't accept people telling me to drive smaller cars or save electricity when parts of the world multiply themselves every other decade.
