Just saw a commercial during the Olympics for SC DUI crackdown, and there was a reference to emoji billboards. Not 100% sure it was related but it would be a hell of a coincedence

Don't think the state would spend that much money on this many billboards with emojis but who knows. Whoever is doing these billboards definitely has a lot of money to spend.
