Too bad you weren't in Hawaiʻi during the late 1980s and early 1990s. Apparently, the Hawaiʻi "Youth Gang Response System" (YGRS) might have had some success over the years. Here's a link to a few PDFs that discuss the situation…

Of course, considering the nefarious activities of some of the local politicians and businesspeople, one can argue that many former gang members probably found more lucrative vocations.

I opened link #1 and when I saw it was 85 pages it stopped me in my tracks. If it was all about Hawaii Gang Activity in the 80's and 90's I'll take your word for it.

To be fair to Hawaii - I've not come across "gangs" in Chicago, San Francisco, Japan, Australia, or Europe where I've lived previously. I've managed to not come across gangs period. Go figure. For all of you that do, stay safe.

I was here during the 70's, 80's and 90's (i.e. my entire life). I was in the ripe "youth gang age" in the 80's/90's and have not experienced any kind of real gang activity. And I was heavily exposed to and hung around some rugged groups in Waimanalo/Kailua/Kaneohe. My peer groups were in very low income demographics; many of my friends spent time in jail and a few still remain incarcerated.

I get a good laugh when anyone on this forum talks about gang activity on Oahu. Simply put, they are either ill-informed or clueless. Yes, there is some ugliness in certain pockets including public housing, parts of Waipahu, industrial Kalihi, etc. But the average person living in a non-poverty stricken area will likely never experience any kind of gang activity on Oahu, much less be physically threatened by it. You'll have a better chance of seeing our state bird than real gang activity here.

So basically any group of surly and threatening looking men is a gang? That's the official definition?

A gang to me could be small, 4 to 5 people up to 25. Just depends on how they operate, and aggressive they are.
Just jm2c.

No. I am referring to organized crime / gang activity.

Gangs in Hawaii are the equivalent of bullies in middle school who take your lunch money.
