An organization simply does not increase compensation just on the basis of taking time to fill an opening. Budgets are set and internal equity to other positions are factors. Hiring people to lose money also doesn't make any sense.
I suspect the vast majority making minimum wage or slightly higher on Oahu are unskilled immigrants or students. Skilled and college degreed professional do much better. Don't have skills - can't write or have good verbal skills or you lack a specialty in demand, low pay is probably in your future.
I'd expect a luau photographer to make $9-$12 hr, don't they get tips also? That is position for which I doubt there are no lack of applicants willing to make that kind of pay. $9-$12 sounds to me like that would be the going rate. They are taking pictures, it isn't like they are flying a plane, programming a new app, or an expert on HR benefits, etc.....
