The other issue I see is with the test upon arrival for those who didn’t get a test within 72 hours of departure.
So let’s assume you get tested upon arrival instead of departure ( as could be an option in the linked article above) and you test positive. Then what happens to all the other people on the plane who now may have been exposed/contract the virus on the plane. And thus, they then go on about their vacation and start spreading it around the island.
There seem to be no easy answers and no way at present to attempt to re-open the economy without accepting increased risk somehow in some way. I guess best option is wide spread rapid testing becomes available to all people on departing flights.

Good point. Hawaiian politicians need to accept that any efforts to open the state up to outsiders will necessarily include risk. Hopefully this will influence actual good policy as opposed to feel good measures.

That's discouraging. I'd imagine that some of them are profiting in some way from the continued shutdown (or at least aren't being harmed too much), but can't prove it.

Actually it’s 5 in 10000 according to latest CDC estimate, AKA 1 in 2000 for under 50.
Not sure if that’s all under 50s or just those without health problems.
I agree 100% that it's absolutely absurd that "restaurants" with bars can open and serve alcohol but "bars" that serve alcohol and food must remain shuttered.

It is a a problem in Alaska. As of today no testing is available at the airport and a person can't go to the drive up testing in town without symptoms.
Quarantine wording is actually identical to Hawaii's.
One can fill out a similar travel form at the airport or take sheet with online link to do it at home. No phone number or temperature checks at airport.
