You certainly got that right. On the BI, you see these people opening the boxes labeled "Product of Mexico" (and other countries) and then trying to claim that they are a farmer. I have also seen more than one "farmer" buying a case of product at the local grocery store with their food stamp/EBT card - then saw them the next day at the farmer's market trying to resell it to gain cash. They also do not report the sales and pay any sales taxes.

If you are in the south end of the island, there's a farmer's market every Wednesday and Saturday in Naalehu. And, yes, I know the people selling there and they do grow the items themselves.

The Pepe'ekeo Farmer's Market is a new market just north of Hilo. I haven't had a chance to check it out yet, but have a few online friends who have and are excited about it. Our local Huli Huli guru is a regular there. Here's a link:
