And I can say from personal experience that many people don't seem to wash their powder room hand towels - I've been in some people's houses where the price tag was left on the towel and it's clearly never been washed and who knows how many people have used it since it was hung up.
I was speaking from personal experience as well, as I have a guest bath with a towel basket full of plain white towels that I use to change out the hand towel on the towel ring every hour or so. That basket of towels is refreshed as well when needed, depending on the size of the party.
I was able to find a bulk set of 24 hand towels on Amazon that fit the bill quite nicely.

You leave your party every hour to change out hand towels? That's a lot of extra work.

How am I leaving the party? The guest bath is in the hall, and I use it, too. It's not extra work because I am prepared for the party with clean towels already in baskets.

Get an 'air' dryer. Dyson makes a model for folks who don't want a trash bin full of paper...Or cloth towels that contain 'germs' from different folks ...
I respect the clean hands mantra... Just haven't found cloth or paper to be an either or. Each do the job...
Wouldnt dream of using them either.. horrible things to ask a guest to use.
Personally I would rather use a good quality paper hand towel that hasn't been used by others than a cloth towel. I once dated a guy who never, ever washed the hand towel in his guest bathroom except a few times a year.

This isn't rocket science.
How big is your house and how many at a party...
