When our fence needs repairs we just go to Home Depot and get a panel to fix it. I don’t understand what’s so hard. If the fence is facing into your yard it’s your fence and your responsibility. If it’s facing into her property it’s her fence and her problem. We don’t ask our neighbors to pay for fence repairs for our fence. You’re making this into a much bigger issue than it should be.
Per HOA guidelines we are not able to piecemeal the fence. It all needs to match the area. If it were left up to us, we'd put a synthetic wood that never rots up. All it needs are some nails as it's falling down. We are not the ones making this a bigger issue. We both share the fence.
Get an estimate for the fence repair. Send it to the HOA along with a letter noting your attempts to work with your neighbor to make the repairs. Propose that the HOA make the repairs and bill you and your neighbor equally for the repairs, and that you do not intend to make a loan to your neighbor or bear the full cost for this repair.
Send the letter and estimate to your neighbor and HOA by certified mail, FedEx or UPS with signature required.

Is it a cedar fence? If the post are not rotten just put some screws in the boards to hold them on. It'll be fine until you relocate. You can buy a little electric screwdriver that will hold a charge forever and some screws way cheaper than the handy man's fee. And you'll have that screw driver forever.
We have the same situation on a townhouse I own (and rent out). Same lady neighbor, same shared fence. We keep repairing the fence from our side even though it truly should just be replaced. Neighbor grouch lady won’t agree to anything. Eventually, we’ll probably wind up replacing that side — we have a corner unit and have replaced all the other 3 sides. But that side has the “good” side facing her backyard so if we wind up replacing it at some point, we’ll be sure to put the good side facing our yard. It will likely cost about $800 but just not worth getting into any more disputes with the old grouch.

Wait--why don't you just nail the fence and be done with it?
Thanks to everyone who commented. We just had a repairman fix the fence. It literally took like 5 minutes. My mom and I preferred someone else do it with the correct screws and power drill. We were concerned we'd make it worse.

That's what my mom decided to do. Just take care of it. We can't wait to move! Never living in a townhome again.
... request the HOA have the fence properly repaired at current local costs by a licensed and bonded fence repair company, complete to the written satisfaction of the HOA officers, and then bill the parties equally for the repair, with all documentation to be entered in the minutes of the HOA.
This is what the HOA board should have done to begin with, with each responsible party being billed for the repair.
