Make a stencil, can of spray paint, done. Really good use for political flyers.

Use E-6000 Comes in small or large tubes. I use it around the house and shop for a variety of tasks. I have plastic numbers glued to stone. Been there for a couple of years with no issues.

I’ve consider this but with glow in the dark or metallic reflective paint followed by a few coats of clear coat protective paint.

I used E6000 and my numbers are peeling off.

Construction adhesive like Liquid Nails.
You might find a small tube; full size needs a caulking gun.

Choose something that says it's good outdoors.
