$200,000? No, not available with current codes. Check TWIA requirements to insure and well as local building codes. There are also requirements for flood insurance and elevation. Some of these requirements don't really make snse but most do help to minimize damage from lesser storms. As far as contractors you need to remember in Texas a contractor needs a pick-up truck and business card. There is no oversight by the goverment. Get recomendations from prior customers, check to see if they have been sued either using this name , prior names, or individually. Make sure th company is not changing names often to run from bad reputation. Anyway you slice it this is a big project with potential dangers, and it will not be cheap.

I have a lot in san louis pass. want to build approx 1500sf on stilts. I have 200k to spend. Can it be done?

The problem with those condo's are the maintenance fees - some are anywhere from $40-$1200/mo. in just maintenance fees (hi-rises being the most). It can get like a second house note. Pretty much all nice condos are like that. It is exterior maintenance, but also think about the maintenance that is routine .... the homeowners pay for that and some of these buildings are only 50% sold or less. Not just Galveston, some of those gorgeous lofts condos in Midtown and Downtown have maintenance fees higher than that.
