No doubt. But what discretion do they have to say No? Does the state try and sweeten the pot for them in some way?

Would the state leapfrog these smaller districts and force it upon a larger, high performing district not far away, like CCISD or Friendswood?

I was reading a high school football forum and La Marque was mentioned (my old high school is likely to meet La Marque in the playoffs). They were saying if La Marque was in debt, the annexing school will assume that debt. This may make a district decline. Now I too wonder if a district can actually say no. This is going to be a hot potato that's for sure.

Not really. Consolidation would be closer to "merger". If two districts decided to "consolidate" because of economies of scale, or other admin reasons.

In this case, a district is being SHUT DOWN. It no longer meets state standards. It will cease to exist. The area in LMISD will become part of another ISD.

It is being closed, whether you call it that or not.

I wonder if the district will be split into parts, with maybe Texas City, Hitchcock, and/or Galveston ISDs taking pieces. That way no one district is overburdened.

Kendleton ISD, BTW, didn't went beyond the 6th grade. They were going to LCISD for middle and high school even before the shutdown.

No. All that industry is in Texas City. La Marque is kind of a bedroom community in a way, mostly bisected by I-45. Country ghetto describes a very big part of it.
