what I am arguing is they are not "competing" with Houston, they are simply giving away all these plants free loans, free land, deferred taxes for decades.. this is not competing

LOL, What I saw is an article about several Houston based LNG operations and a Houston based restaurant company building stuff in Louisiana that they can't or don't want to put near Houston...

Granted, this is old by today's news standards since it was published in 2015. Fortunately, nothing much has changed in 2016, at least according to the FBI, who I'd assume would know such things...

In the case of the Golden Nugget Casino, that was put in lake Charles because Casino Gambling is illegal in Texas. In the case of the LNG Terminals they may be getting subsidies and I'm sure that has an impact on where they are located, but so is the availability of sparsely populated industrial tracts of land.

Houston will be fine. Houston depends on global growth which grew significantly, along with Houston for over a decade. Now, global growth is looking to be sluggish for the next few years. Things will turn around eventually, maybe we have another decade like we did in the 90s where we had population growth but not the quality of job growth that we had from 2004 - 2014.

Significant gains in efficiency and drill times have been made by shale producers and the Permian and Eagle Ford plays are the most productive and sought after domestically. Shale producers are well positioned to gain market share as OPEC blinked due to their respective national budget concerns. The globe will start growing again and Houston will boom again.
