Yes because it's a county seat so even if it was closer to Houston, so long as it was the county seat of Montgomery County it'd still have developed differently than most other suburbs who were just satellite cities.

I forgot to respond to this. So, here’s the thing about this. Yes, Katy isn’t that much closer to the Inner Loop than the Woodlands. But it’s in close proximity to Western Houston and very nice portions of it. Chinatown, Viet town, far outer westheimer and Memorial are nice to have right there as opposed to Spring and far northern Houston. That’s why the being far from the city doesn’t hit me as hard in Katy

Basically, the inner / middle west side is the only exception to the "middle ring" decline and lack of appeal that characterizes the entire rest of the circle around the urban core.

When we moved to Houston we were looking for the same thing. The only two that really seemed like "complete suburbs" were Sugar Land and the Woodlands. The Woodlands was too far from work, so we ruled it out. We specifically liked that Sugar Land was its own fully incorporated city with zoning, services, and its own ETJ.

Katy has some great areas and family friendly MPCs, but what ruled it out was that it was much further away from downtown than Sugar Land and that what most people think is "Katy" is really the Katy Area that is unincorporated land mostly in Houston ETJ, with its complete lack of zoning and city services.

Stupid question... nobody thought Missouri City was deserving of being on this choice? Missouri City has it's own government and nicer areas too like Sienna and Lake Olympia.

Sugarland is a band. Sugar Land is the city. The name came from the sugar refinery, not from growing sugar cane, which was grown closer to the river.
