You can definitely find areas in Houston that are as green as Seattle. We moved here after 10+ years in the Pacific Northwest and our neighborhood now is as green as the one we left, only the vegetation is completely different.

In my opinion, the neighborhoods that look most like the Pacific Northwest are in Northwest Houston. The Woodlands, Kingwood, Cypress, etc. Those areas are beautiful. You have to work in that area to live there, though, as the commute would be very bad from other parts of Houston.
