They are trying to encourage "creative" communities that have a stronger focus on arts and culture. These things are not only attractive to potential residents, but they also help to create a more stable economy. Create Huntington also attempts to create opportunities for people to not only become engaged in the city but to bring their ideas to the forefront and connect them with people that can help makes these ideas reality.

It's a focus on getting people to do things for themselves and "be the change you want to see" rather than waiting on someone else to do it for you.
