I suspect that Sandpoint is going to be awfully expensive for what the OP wants.

Thanks for the heads up, regarding Sandy Point. It seems like it might be a good fit. That said, I am concerned with Sandy Point being in such close proximity to Canada and Washington. Note, is the climate in Sandy Point very wet?

Yes, it rains a lot and real estate is expensive, which usually means that rentals are also dear.

Have you looked at Taos, New Mexico? Lots of sunshine and it is a very artistic community.

I've never understood why when a person posts in the Idaho forum interested in Idaho cities, and input on Idaho cities, that a person(s) can always be counted on suggesting other states. Seems counterintuitive and takes the thread(s) of course and the thread(s) may as well be in the General U.S. forum.

First it is Ashland and now Taos lol. I would think if the OP is interested in those other cities that they would post threads in said forums.

It doesn't rain "a lot" in Sandpoint.

Very true, like most areas in the interior west Sandpoint is somewhat drier than the average location in the U.S. It is gray quite often though, particularly in the winter. I suspect people somehow associate that with rain.

How about places like Rigby, Oldtown or Bonners Ferry?

Grangeville?

Need small town away from traffic congestion and crowds.

Maybe 10 to 20 miles out in rural area from a major city?

Because OP is searching for a supportive artists' colony and Moscow isn't it. He's looking for a bunch of supportive artists who will enable him to work and if he moves to Moscow, he will discover he has moved to a small farming town, surrounded by farm land, where people wear guns to the grocery stores and the coyotes will eat his cat.

I love the area around Moscow. I love the rolling hills covered in green crops. But that is not what OP is searching for.

Boise might be more sophisticated than Moscow (but he didn't ask about Boise, I might point out), but Boise is not actually known for it's artists' colony.

Why encourage OP to move to a place that doesn't meet his criteria? It is expensive and disruptive to move. Why can you not point him to communities that meet the description of what he wants instead of talking him into a place that isn't at all what he has described to meet his needs?

As for Sandpoint, I just spent a month in NID and there was exactly one day when it didn't rain and I know that it is cold and snows in the winter. OP doesn't want rain. Why would you try to convince him to move to a place where it rains?

Sandpoint meets all of my needs, except for the lack of living wage jobs. I could write there, but I have no need for an emotionally supportive artist colony and I don't mind the snow and rain. Talk me into Sandpoint. Don't talk a person who needs an artists colony and doesn't want rain into Sandpoint.
