There's the part you should be highlighting--because this is the part of the Fourteenth Amendment that many legal scholars find untenable. If a child's parents are not citizens of the country in which it is born--they are not ultimately subject to the jurisdiction of that country, but of the country in which they retain citizenship. It would then stand to reason that their child also would be subject to the jurisdiction of the home country of the parents.
This is why the Fourteenth Amendment will eventually be amended or done away with completely.
