There two distinct people living in Mexico...Native Mexicans and European Mexicans. The European Mexican control the wealth and political power and the Native Mexicans live in houses with dirt floors. Most European Mexicans live in the bigger cities or big ranches (or both) the native Mexicans mostly work in the fields or other low paying jobs. There is differently a caste system in Mexico.

Having spent over 25 years traveling to over 80 countries I can say for a fact if someone traveling in a foreign country wants to buy something and has money.... someone will magically appear and speak English to you.
The fact is in my experience the only place I had a problem with someone unwilling to speak English was in Montreal Canada.

It has nothing to do with language, and everything to do with skin color. Spanish speaking gringos, still pay the "tax".

Uh; even a Spanish speaking "brown skin" Puerto Rican visiting Mexico legally would still be treated like any other gringo?

Of course not. The locals know better than to try to shake down someone just as poor as them.

Even the poorest of Gringos are rich by Latin American Standards.
