Not sure, you can probably google it. There would have to be some formal documents handed out from City Govt to the Police and other Agencies. Special order 40 comes to mind.

Yes, and I'm not necessarily disagreeing with you there, but I don't see how one guy accused of intentionally crashing into a sheriff's deputy has any bearing on that.
It is not just 1 guy ,but many just like him clogging up the courts,jails and legal system.Even the Governor is trying to get reimbursed from the feds for the millions spent on people like him.A perfect example of the kind of people that would be kept out if the Government enforced the LAW.He should have been deported again after being released before putting this police officer in danger.In regards to what laws Santa Ana has or doesn't have when you have policies in effect to look away and ignore/not enforce the law your going to encourage crime.
Cumulatively, illegal criminals are an added burden, one this country does not need to have to deal with. These stories are printed day after day as illegal aliens continue to enter this country at our cost and not just the monetary one.
