Very, very likely - Lumumba. That said, let me get all the facts I'm aware of out on the table.

I have the numbers for the relevant municipal precincts. However I'm cautiously assuming that those precincts are not identical to the ones in the OP. So I can only give an approximation as to which municipal precincts are in Fondren and Belhaven - based on matching the precinct with the city ward.

City Ward 7 covers all of Belhaven and most of Fondren (excluding only a small part of the latter area, north of Meadowbrook), but it also covers quite a bit territory a bit beyond that area. Councilwoman is Virgi Lindsey (D).

City Ward 1 covers most of NE Jackson (inside the city limits east of I-55). Represented by Ashby Foote (I).

Election numbers source: 2017 Municipal General Election (Includes both mayoral and city council elections by precinct)

Based on this, Lumumba won all precincts in Ward 7, all by crushing majorities. His worst showing in the ward was 59.8% (municipal precinct 32), also the strongest Republican showing, 29.46%. Even in the other two strongest Rep districts, Lumumba still got 68.6% in prec 14, 73% in prec 9, and 84.8% in prec 16. I admit I am doing this a bit hurriedly but I assure you that even a brief look-through will show how commanding his lead was even in the most Republican-friendly districts - including even much of Ward 1.

Even in Ward 1, Lumumba still pulled in comfortable pluralities in his weakest districts (muni. prec. 34 and 35)

Default He's talking about white democrat areas

What Phil, the OP, was talking about was about predominately white areas or areas where whites made a majority or plurality of the population that voted democrat. Yes, Jackson is Heavily Democrat, but what the original poster was talking about was the sea of conservative white-flight suburbs or democrat predominately black neighborhoods and how those precincts he mentioned in his original post were (relatively) liberal neighborhoods with many white and non-black liberals.

We all know that the majority of African Americans vote Democrat, which is the leading liberal party in the United States. What Phil was referencing that, compared with other areas of the Jackson area and most the rest of Mississippi, neighborhoods in Jackson city proper like Belhaven and Fondren have an under the radar urban white liberal community in the midst of a state where most of the whites lean very politically conservative and live predominately in rural or suburban areas.
