So are all areas of Johnson City/Tri-Cities considered "safe" neighborhoods? I don't know the city at all and wanted to know, while we begin house/apartment hunting, if there were any specific towns or parts of the city that would be best to avoid if raising a family? Thanks.

I would suggest you check out the schools on the state web site and choose a school then find the neighborhoods in that school district.
As for the areas to avoid, the only one I can think of off the top of my head would be by Legion Street and downtown.
Yes, most of the Tri-Cities areas are consider safe. Most of the crime is domestic in nature. Not to say the occasional convenience store doesn't get robbed, it is a city, just safer than some.
