It's a better place to bring families to play in the snow. Definitely better than just pulling up on the side of the road. The visitor gateway is safer and with nice facilities.

Nevada DOT does not have a road condition (other than "road closed") where 4WD/AWD with all-season tires is not allowed. Under the "chains mandatory" condition, 4WD/AWD with M&S rated tires is ok, which almost all all-season tires meet (I've never seen one that didn't). This means Nevada doesn't have a road condition equivalent to California's R3 condition (which I've never seen in my life anyway, it always goes R2->Road Closed).

M&S just means a certain portion of void in the tread, and is almost meaningless as far as winter tire performance, but those are the rules. "Snow Tire" to Nevada DOT means M&S rated, not a real winter tire (snowflake symbol), with a compound that remains grippy in freezing temperatures.
