I am trying to help a lady with her high school age son that has a green card. They were refugees from Ethiopia and have been here for twelve years. The mother is now a U.S. citizen but the son is a high school student with a green card. There is some problems with the boy's paperwork because the mother either does not have or never did have a birth certificate for the young man so there is a problem with his paperwork. I do not exactly know what more there is to the story I will find that out soon. My question is what can be done if a person does not have a birth certificate, came here a long time ago, and came from a country where it maybe hard or impossible to get a copy of the birth certificate. Also before coming here they were in refugee camps in the Sudan but originally from Ethiopia. Pls advise. Sorry I do not have more info.

Is this an immigration problem or a school problem? It sounds more the latter as the child already has a GC so the requirements for that have already been met. If it really is an immigration problem you could use the search engine on this site to see what's applicable:

If this is for immigration/ greencard purposes, it looks like birth certs are only available to those living within Ethiopia, so your friend may not need one: Country Reciprocity Schedule

Her state senator should be able to help her, or, possibly her US Senator. Perhaps start with state and find out what they say.
