Reciprocity has been key to international law for centuries. So there would be precedent for including this notion in new US immigration law. In other words, if the country the immigrant is emigrating from has policy as "open" or "liberal" as ours, then they may enter. If not, no go.
Who could oppose such an equitable rule?
Reciprocity, but only to a point. There sheer numbers of people in third-world places like Cameroon, Nigeria, Zimbabwe, etc. who want to emigrate to the U.S. is likely a LOT more than the number of Americans who want to live in those countries.
