Do you think it is wrong for the a neighbor to install a fence on their property with the good side facing in and not the usual out?

Well it would have been nice and is always better to agree in advance on a fence. But I don't think it is required.
Put up your own. Make it six inches taller than theirs if possible. Or set up a sprinkler system to water their fence daily.. After a year or so why becomes clear.
It is nice to know LI has not changed after 60 years...

Which category do you fit in? The neighbor who installed the fence or the viewer?
I don't believe the TNH has any policy dictating direction but I am not 100% certain. Therefore, if I am correct it is not a case of right or wrong. As a kid growing up in TNH, the neighbors always got the benefit of the finished side of the fence, if you put it up. However, that might have just been a courtesy that was always without question extended, and for the most part sadly we all know where courtesy has gone!!!
