I would still move instead of investing money in that location.

Even if you manage to block out a chunk of the sound, would you be comfortable with that trash nextdoor, and the trash that often pays him a visit? What if someone comes there to confront him with a gun? Doesn't seem like a safe place for your family.

why dint you start with a 6 ft pvc fencing, atleast you won't have to see them and it gives a barrier.

it won't provide so much sound barrier but may help slightly.
