How does one operate an illegal, 'underground' restaurant?

I guess the city turns a blind eye when this occurs in certain areas.
Wouldn't fly in Brentwood or on the Westside.

This is interesting, it's from back in March 2011.. over SIX years ago about this place..

From a Tumbler blog called "Hood Chef"
" it looked like something outta Belly or Shottas.Men in the yard smoking herb and drinking, he had 2 smokers going on by the front door and the walk way was built into the garage area which leads to a extended restaurant style additional kitchen. Dilly himself wasnt much for words at first because he lets his food do the talking"

How does a place like this operate illegally for so many years?
I'm sure the owner also didn't pay taxes on the income either..

haha theres TONS of these little "resturants/catering companies" in South LA, usually operated by Caribbean or African immigrants or Central Americans
A lot of the legitmate African resturants in LA got their start as these little catering companies
Its usually a side hustle for these guys, they do this on the weekend, bring some aunties and cousins over from the home country, all live in the same house/apartment, cater local weddings and events, pretty common practice

Why am I seeing an episode pf Dragnet with Sergeant Friday telling of all the dangers of eating unlicensed food. And in the end a 3 month sentence in County.

And they say South LA is a good desert . I guess you gotta have the hookup and know where the underground illegal spots are just to get a decent meal there .

This is news to me, didn't realize unlicensed restaurants were a thing.
Sounds like the type of thing you see in the 3rd world someone just opening up and selling food no license no health inspections .

Is South LA a sanctuary neighborhood for these places ?

Wonder if they've ever served cops before . I wouldn't be surprised .
