Greater LA has finally reached a decline that could very well signal a looming urban dystopia that will spread to other large metro areas around the country. The stuff of disaster movies. Haves and have nots that will ultimately tear this country apart.

Not everywhere in the US. There are some states that do not put up with the low life moving in, the local governments doesn’t support the drug addled freaks with generous tax dollars or lenient judges. Also, certain northern climates are down right fatal during winter if you are outside in a tent or cardboard box. California is by far the best place to be homeless, a petty thief, on welfare or addicted to drugs in the whole United States. The tax payers of that state are very, very generous to the misfits.

Sorry but "Tough on Drugs" was a complete failure. California's prisons filled up. Southern states are still giving/receiving kickbacks (oops..."campaign contributions") from profitable private prison operators in exchange for "tough on crime" laws that lengthen prisoner's stays in their lodges. Also they are practicing modern-day slavery explicitly allowed by the 13th Amendment.

All the imprisonments did was to create a professional criminal class and lay the groundwork of American fascism for the past 3 decades.

Research studies and surveying from government, academia, independent research, the VA, news organizations all conclude, using verifiable data, that the segment of homeless community that is mobile - that is: moves from state to state - runs on average around 10% - 15% maximum. Thus we find that weather and the myth of high benefits, lax law enforcement is not a major factor in homeless population. The studies demonstrate that, using LA for one example, roughly 65% of local homeless lived in the city / surrounding communities for 20+ years before ending up on the streets ... another 12% lived 10 years or more locally ... another 10% more than five years.

The misfits aren’t arriving ... they are locals.

I’ll accept your “studies”. But what does that say about the general population of LosAngeles county?

It says a certain % of the general population are marginalized and finding no options for housing. What else? All formerly low cost cost options, such as SRO rentals, are gone.

Well, considering 2021 Rudy isn't 1990s Rudy, the reason it won't happen has sweet nothing to do with it being CA.

While many of us benefit from the challenges of building in this state, because it pushes up our home values, the cost to society is too high, especially in LA which doesn't have the Bay Area's wages. Overturning CEQA and preventing unions from suing developers for Project Labor Agreement would help break the permitting and construction logjam in this state, but it won't happen until Newsolini and many of the legislators who are funded by the unions are gone.
