since at least 2000 the American Community Survey and the US Census ask for "Hispanic or Latino Origin" its not new.

Anyone from Spain, south of the US border in the western hemisphere, the Philippines, and the Federated States of Micronesia are Hispanic/Latino in the census, OPM, DOT, DOE, anything Federal.
Filipinos are classified as Asians by the Census.

So it isn’t too helpful, but of the 13,757 Latinos if F-ham: 5,245 are from Central America, 3,531 are from South America, 2,410 from Puerto Rico, and 1,371 from the DR.

That can't be all the Brazilians.

Yeah and nowhere in the census there is ever any other classification. So it's irrelevant from this perspective what difference there is between Latino and Hispanic.
If you are talking from a "scientific" perspective you can make a strong argument that Italians, Portuguese, Maltese, probably even Greeks could all be classified as Latino but it's irrelevant from the Census perspective.

Of course they are. But they are also Hispanic. Asian and Hispanic are different categories.

Most Filipinos don't classify themselves as Hispanic, but according to the official definition, they are.
