Your guess is as good as mine as to what the true point is. My guess is that people are more likely to vote for something that asks to support your city rather than the US bid as a whole (even though people are effectively supporting the US bid by supporting their city...make sense?).

Not yet. The hosts of the 2018 and 2022 tournaments will be decided on December 2. The US has bidded for both, although they of course will not be awarded more than one. Not to jinx it, but it's expected that FIFA's more recent moves to evenly distribute the tournaments among the different geographic regions means the US should win one of the bids (as going backward from 2014 to the US host in 1994 its been South America/Africa/Europe/Asia/Europe/N America)
