Well for starters, a train requires a larger infrastructure, more workers, and a more selective revenue base (everyone uses roads, while at best a small percentage use railroads). Big government-bureaucrat socialists seem to have this dream of South Florida somehow becoming a public transportation mecca. That somehow public transpot will "employ the masses" in a meaningful profession that will make the environment better, with whipped cream, a cherry and a smile and a wink from Mao-Bama... THAT will NEVER happen.

Sometimes you have to stop and say, "hey, we're broke. Maybe it would be unwise to raise taxes spend so much at this time."
