I have heard from several people that Minneapolis is the place for interracial relationships. Is this true and why?

It could be true. I'm sure there are a fair number of cities where that sort of thing is just fine, though. I see them all the time in the Atlanta area, for example...

My next door neighbors are interracial, as are the folks directly behind me across the alley, and another couple a few doors down from them. Nowadays it's not at all unusual to have interracial families in town.

We're an multi-racial family and no one has ever commented on it, at least to us.

It's probably not such an issue today, since interracial relationships are relatively common wherever you go, but they were legal here at a time when they were banned in some states, and historically this was known for being a city welcoming to interracial couples and families. Growing up many of my friends had parents of different races, and today many of my friends are in relationships with people of different races.

I heard Minneapolis was named one of the top 10 cities for interracial couples, so it might be a good places for interracial couples. Another thing to look at is the historical context. Minnesota never had any laws forbidding interracial marriage, so that is something to look at.

It seems that interracial couples are everywhere in Minneapolis -- or more than any other city in the Midwest anyways. One of my buddies is black and his soon-to-be-wife is Sri Lankan, and their baby is a super cute mix of the two. I don't know what would make one city better than another for interracial mingling, except maybe general tolerance and relatively decent diversity to meet and get to know people from different backgrounds/ethnicities.

Similarly, I noticed in the census results that our "mixed" ratio is decently high, and between 50K-75K of the black population, for instance, is actually half black, half something else. I think I compared MN's black/half black population to WI's and combined they are equal, but black alone WI is a bit higher. Just an example for one race....

Actually it's not bad unless one is Lutheran and one is Catholic. Then you'll surely get the cold shoulder.
