“New Hampshire law allows you to request the DMV to remove your digitized photo image from its system. Your image is your own personal information and the DMV understands that citizens want to manage and safeguard their persona linformation. To that end, we will honor your wishes for an image waiver, consistent with New Hampshire law.”

Is there a question? I've seen that note in the license application form.

If your license is ever lost/stolen, choosing to have your image removed makes replacement a more onerous process.

NH residents have for years had the option to not have their home address printed nor encoded on their ID, and can also have their social security number deleted from the database.

IIRC, the latter is one of the "Opt-out" changes New Hampshire is implementing as part of HB1616:
Quote:
Granite Staters should understand that House Bill 1616 will require them to affirmatively choose the federally compliant license and the Division of Motor Vehicles will institute education efforts to inform the public about steps necessary to obtain their desired license,” Hassan said. The law will go into effect in January 2017.
Today you can choose to opt-out without consequence (except for a slower process to apply for a replacement), but come January residents getting new/renewed drivers license and state IDs will need to choose between REAL-ID compliant identification, or a little bit of privacy. Pick one.

Would the lack of a photo on file make it easier for someone to commit identity fraud with your identity?
