1) Trump can not with hold money for what ever reason he wants .The World Bank would come after the US and you seem to have forgot this is a World economy that we are part of.

You have no clue as to the labrynth of legal maneuvers available to our government or the deals that can be negotiated.
The dems want you to believe in extremes and absolutes with nothing in between. Courtss may not be able to hold back money in some contract situatons but lawyers can tie that money up for decades as was the case with Iran, and what the EPA and IRS does as a matter of course to taxpayers.

Well, I'll say this much Trump is quite experience tying up money for years when people try to enforce contracts they've made with him.
