Architecturally yes you are correct although there is some here. It's a mix really.

The only thing latin about New Orleans is the high Central American (Hondurans, Guatamalans, etc.) population.
There has been an influx of Mexicans and Brazilians since the storm, but I don't think Brazilians are latin.

New Orelans is definitely NOT in the Southwest. I don't see how a city 4 hours west of the Florida border is part of the "Southwest." I know some regional government offices include Arkansas and Louisiana in the Southwest, but 99.8 percent of people you meet would never label those states as Southwestern.

New Orleans (Nawlins) is Southeastern. I don't want to provide any links on this because I know it's not Southwestern.

completely agree w/ this post. and, too, to those who spend their time trying to extricate miami from the south, ain't, i don't care how many cubans, haitians, and puerto ricans live there. blended cultures do not negate geographic location, if that were true, a completely different argument about the melting pot of the east, new york city, could be advanced.

The Southwest:

Southern California
Southern Nevada
Arizona
New Mexico
Southern Utah
Southern Colorado
Extreme Western Texas

Most of Texas doesn't even classify as southwestern. Why would anyone think that Louisiana would? Geographically and culturally, New Orleans and Louisiana are Southern or Southeastern.
