I am surprised that they are already sending files to HPD if the building isn't ready for move-in. Usually they hold onto your file until everything is ready because HPD can't approve you until everything is ready (for example, imagine if HPD approved you but the building was then delayed for 6 months and you got a raise in those 6 months).
Also, the marketing guidelines say that they can't send files to HPD until everyone with a lower log number has already been taken care of within your preference group. If your log number is 48,xxx then that presumably means that they have taken care of everyone in the CB from 1 - 47,999? CB6 must be very small and/or affluent with not many qualified applicants (I suspected that this would be the case, but I'm surprised that they're already sending log numbers of 48,000 to HPD).
I have a strong feeling that they have affordable units available for occupancy on the lower floors that they're looking to fill up asap ... even though that the development/upper floors might be delayed in general . I would obviously love a higher floor unit but would be very grateful for any apartment in this project.
It's clear that construction on the lower floors of the buildings are done. Remember that there are over 700 units in both buildings.. I'm sure the developer is looking to fill them up asap, regardless if they're affordable or market rate.

And there's a second tower, facing east, that will not open till 2018, so there's lots of time.
